August 2011

Dear Member of Congress,

As you must surely know, the American people are frustrated and “fed-up” with Congress.  An August 10, 2011 FOX News poll showed a mere 10 percent of Americans approve of the job that Congress is doing.  This is the lowest approval rating of Congress in U.S. history.  With results like these it is clear that Congress must change its “business as usual” mentality.  One reform that is needed, has a proven track record, and is supported by 96% of the voters is adopting congressional term limits.  Term limits offer a check on the detrimental aspects of incumbency and require elected officials to focus on promises made to voters rather than focus on getting re-elected.

On June 12, 2011, Our Generation released a study entitled Term Limits: A Reform that Works.   The study, which is attached to this letter, details numerous examples of how term limits promote legislatures that create more energetic, independent, and effective deliberative bodies.  The report also highlighted the fact that term limits lead to the election of candidates with real-world experience over career politicians; proof best demonstrated by examining the 15 states that currently have legislative term limits.  The key findings of the report showed that  term limits have positive influence on legislative branches that adopt them which were:  they stimulate electoral competition; enable nontraditional candidates to run for office; weaken the leadership control and seniority systems in legislative bodies; and promote public policies compatible with limited government.

As you know, both the House and Senate have pending legislation that would amend the United States Constitution and would apply term limits to all members of Congress.  S.J. Res. 11 and H.J. Res. 71, would limit U.S. Representatives to three terms and U.S. Senators to two terms in office.  These proposals should be given serious consideration.

We at the National Campaign to Limit Congressional Terms, a program of Our Generation, a non-partisan, nonprofit grassroots citizens group, are dedicated to improving the lives of senior citizens through awareness and advocacy.  I hope you find the above information useful and consider our viewpoints as you continue to serve in the U.S. Congress.
